If you do not have access to scanner you can go to your nearest service center and have a staff person scan the contract and then send the attachment to you. This can then be attached to your application.

Only events that are located at a venue that has formally requested a COI will receive a COI. The formal request can be a contract, email, letter, etc. from the location for a COI. The request must contain the event date(s), the name and address of whom the COI is to be issued to. Even if the event has occurred before at the same location, a formal request is required every year that the event is held and the COI is required.

Troops and Girl Scouts must participate in both council sponsored product programs in order to be eligible to do additional money earning projects (profit making events, not break even). Participation is defined by 50% of the registered Girl Scouts in the troop earning the Participation Patch and meeting or exceeding the emails sent reward requirement for each product program.

Fall Product Program – 10 units per Girl Scout and 18 emails sent through M2OS.

Cookie Program – 24 packages of cookies per Girl Scout and 18 emails sent through Digital Cookie.

In order to conduct a money earning event the troop must have achieved the product sale participation goals for both the fall and cookie sales goal during the previous 12 months. If this requirement has not been met, please explain why below and it will be reviewed individually. The participation goal is published in Volunteer Essentials for each program year.

In order to conduct a money earning, profit making event (not break even) the troop must have met the
Product Sales participation guidelines for both Fall Product and Cookie programs in the past 12 months.
(ie. Event in January 2025, troop must have participated in Fall 2024 and Cookies 2024.) Troops who do not
meet those requirements may not do money earning, profit making, events until these requirements are met.

Until the troop meets the Product Sales participation guidelines money earning, profit making events, cannot take place. If the troop wishes for this event to happen it must be reworked into a break-even event, postponed until the troop meets the requirements, or is managed by another troop or the Service Unit.
